Men’s & County League Annual General Meetings held on
Sunday 3rd
December 2023
Summary
of the main business conducted
It was great to see so many Clubs represented at the
Men’s & League AGM on Sunday.
Much was discussed and below is a Summary of the main
business conducted which I hope you will find useful, particularly on the
Motions that were passed.
You will see that the Summary also includes the County
League structure for 2024 which Mark Elliott presented (if you have any
questions on this please refer direct to Mark).
As for the rule changes that are needed following the
Motions, I will be updating the rules as necessary but please bear with me as
this may take a little time
You will see that there are vacancies for 3 Officer
positions:-

The Management Committee will address these early in the
new year but if any of your members are interested in joining the County ‘team’
by taking up one of these then please let me know and I can provide more
details as required.
My summary report covers the Competitions Review that is
currently being undertaken by Bowls England and I would re-iterate that this is
still at an early stage. To date only recommendations have been made and though
recently presented to the Counties, nothing has been decided. Bowls England are
considering the comments expressed by County Associations when the
recommendations were presented and Counties are due to meet with Bowls England
again before Christmas when these will be discussed further. I then expect
formal proposals to be submitted for consideration and for submission to the
Bowls England AGM in February. I appreciate changes to Competitions are of
particular interest and concern and as soon as I have more precise details and
what will go forward to the Bowls England AGM I will let you know.
ANNUAL
GENERAL MEETING SUMMARY
MOTIONS
Competition
Regulation 5 – Dress Code for County Competitions
The motion was passed so our
Regulations will be updated to provide that the dress code for all our
Competitions will be in accordance with Bowls England Regulations thereby
permitting the wearing of coloured clothing
County
Match Regulation 5 – Dress Code
The motion was passed so the
Regulation will be updated as necessary to provide that dress for such matches
will be advised by the Match Secretary
Competition
Regulation 5 – Jermy Cup
The motion was passed so in 2024 the
Jermy Cup will be played as 3x Triples over 18 ends with 3 bowls per player
with each triple containing a minimum of one male and one female player.
The Jermy Cup Regulations will be
updated accordingly and an entry form has recently been issued to Clubs.
The required update to
the above Regulations is in hand and will be published shortly but details are
already available to Clubs per the Motion details submitted with the AGM
paperwork
ELECTION OF OFFICERS
Officers were appointed in accordance with the Agenda.
There are however the following vacancies:-

These are important positions that need to be filled so
if anyone is interested in any then please let me know & I will provide
details for what each position involves
As for Child Protection (Safeguarding Officer), I will
cover this position whilst I am waiting for clarification from Bowls England as
to what this position entails. I would add that as previously advised there is
a requirement that each Club appoints their own Safeguarding Officer by 2025.
Competitions Review
Following the meeting, I presented details of initial
recommendations from the Bowls England Working Party set up to review all Bowls
England Competitions including our own County Championships.
At this stage, these are only recommendations and require
much more consideration by Bowls England and County Associations and when final
proposals are made, for implementation in 2025, I will provide more detailed
information. Should any Club require details of these initial recommendations
then please let me know.

ELECTION OF OFFICERS

The Zone representatives serving on the League Management
Committee were appointed as follows
LEAGUE FORMAT FOR
2024
The format for 2024 was presented (see below).
Due to the number of teams to form South 2 Zone, this has
been amalgamated into South 1 & Central 1, primarily to give teams an
appropriate number of matches.
As result, South 1 now contains 9 teams but with the lack
of the required number of Wednesdays, 2 matches will need to be played on a
Monday and the necessary Monday dates will be allocated. We hope to be in
position to confirm League fixtures and dates, including those to be played on
a Monday in South 1 in early January.
With now only two ‘Zone 2’ in East & West in 2024
those Clubs qualifying for the Hansells Cup League play-offs will be:-

President
Barney Wymer’s charity for 2023 is “Nelson’s Journey”
If you are
not aware Nelson’s Journey Nelson’s Journey is a
local charity that supports children and young people in Norfolk who’ve
experienced the death of a significant person.
They provide a range of resources and services, and accept referrals
from families and professionals for those who may need our support. Since 1997,
Nelson’s Journey has helped thousands of bereaved children and young people in
the county. It is thanks to the tremendous support of our local community that
our work is possible.
Over the course of the season, Barney has raised the fantastic sum
£2,213.22 which he has been delighted to pass on to Nelson’s Journey
Barney says:
“I would like to give a big thank
you all and really appreciate the support you have given me in the
last months and to those who donated prizes for
raffles, giving personal donations and the generous sum raided by our
County Tourists. This helped me raise £2.213.22 for the local charity Nelson's
Journey, which supports children who have suffered bereavement, and which
I have been able to pass on to them.
I feel very honoured to have been
your President over the last 12 months and thank you once again for your
wonderful support”

Norfolk Bowls Association
The 2023 season
ran smoothly with no major issues with all Competitions and League completed on
schedule. Our thoughts will now turn to the 2024 season with the programme now
being worked on.
There are
matters under consideration by the Management Committee, namely:
Jermy Cup
Entries
have greatly diminished over recent years and some Clubs who entered in 2023
were forced to concede matches due to problems raising teams.
This
competition has been reviewed by the Management Committee who believes it to be
no longer viable in its current format. Therefore, the Committee is proposing
that it be played as a 1 rink mixed fours competition of 2 men/2 ladies in line
with our other County Championships.
A
formal proposition will be submitted to the AGM in December for adoption for
the 2024 season including changes to the Jermy Cup rules
Dress Code
The
requirement to get County Approval to Club coloured clothing no longer applies.
Bowls England have issued detailed guidelines as to what is permitted so far as
coloured clothing is concerned and these guidelines will apply to our County
Championships that lead to the National finals and those competitions run
direct by Bowls England.
Guidance
has already been circulated to Clubs on what is and is not permitted
Our
Competition Regulations will need to be amended and the required changes will
be presented to the AGM in December.
Our
internal Competitions (Bales Cup, Fermoy Cup & Jermy Cup) are not subject
to Bowls England Competition Regulations and we determine our own rules so far
as dress is concerned and it seems logical and for consistency that the dress
for these and the County League should be the same as for the main County
Championships so again changes to the rules for these events will be presented
to the AGM.
Competition Prizes
The
prizes presented to individual Competition winners & runners- up include
tankards. This has been reviewed will change from 2024 and we will now present
the winners and runners up with a cash equivalent with the amounts still to be
determined. Winners will continue to receive individual medals along with the
bannerette for their club
2023 Annual General Meeting
Nominations
Nominations for the Officer positions have now closed
and there are vacancies for 3 key positions:-
Junior Vice President – No nomination has been received and the Management
Committee will seek someone to fill this position
Match Secretary – David Naunton has decided to stand down and so
this important position will become vacant and needs to be filled
Group Representatives
John Mason is standing down as Group 1
Representative and Ian Groves (County Arts) has been ‘nominated’ to take his.
Representatives for the other 3 groups is unlikely to change
Safeguarding Officer
I have taken the safeguarding training and have the
required DBS checks and I am covering this position in the short term but will
seek to fill this role on a permanent basis
Motions
Any Motions to the AGM must be received by 15th
October and to the League AGM by 5th November
Website
It is felt that our website is a bit tired, dated and not really
compatible with mobile devices. We are therefore undertaking a review as to a
possible upgrade which is in its early stages and I will report further in due
course
County
programme 2024
A draft is being produced but is subject to change
depending on entries made. This will be published as soon as possible.
Middleton
Cup
This continues as a Group format in 2024. Mark
Turner will continue as Manager and our home match will be played at County
Arts
Eastern
Counties League
This will continue in 2024 but Huntingdonshire
& Cambridgeshire have withdrawn leaving only 5 counties. The effect of the
withdrawals will be discussed at the ECBA AGM in November and we will have to
wait and see if changes to the League result.
County Tour
The President’s Tour was reinstated in 2023 and
Derek Ryder is in the process of organising a tour in May 2024. Brian Howes has
stood down as Tour Manager and John Mason has taken on this role and if anyone
is interested in joining the tour party then please contact John Mason
Bowls
England
Working
parties
Bowls
England have set up various working parties involving all levels of the game
from players ,administrators, umpires to review a range of topics. These
working parties are on-going and will present recommendations for changes
Competitions
This
is a review of the Bowls England Competitions and any recommendations will require
County approval prior to implementation in 2025.
As
and when recommendations are received, the views of Clubs & Players will be
sought.
In
the meantime BE have issued a survey to get members views and this can be
accessed via the BE website and I would urge anyone interested to participate
Affiliations
This
is looking at the whole Affiliation process and I continue to press BE on the
issues we have in the County particularly for Clubs playing Federation bowls to
ensure these are fully considered by the working group.
A
reminder – the Bowls England affiliation fee will increase to £7.00 per player
next year and David Naunton will issue the relevant paperwork in early 2024
Disciplinary
Hopefully,
the working party will recommend a more simplified process
Governance
This
relates to BE internal governance processes and should have little direct
effect on County operations
Bowls Big weekend
Several
of our Clubs participated with I understand a varying degree of success. This
will take place again in May 2024 and I would urge Clubs to consider taking
part as it is a way to attract new members. If more Clubs do participate then
it may be possible to have some form our County wide publicity to promote the
event
Communications
Bowls England communicate direct with Clubs through
the Club Contact as shown on each Club’s page on the Bowls England website.
It is the Clubs responsibility to keep the contact details
up to date and this has to be done on-line via the website, via the Club/County
Profile Log in prompt.
Clubs have been notified direct of their unique
log-in details and Clubs are urged to ensure the contact details are up to date
so information sent is received by the correct person.
If Clubs have any issues to be raised with Bowls
England then these should be addressed to the BE Clubs Officer - Jas Batt (jasbir.batt@bowlsengland.com)
Staff
There
have been several staff changes at Bowls England and Helen Slimm will be
leaving in October
2023 Season
This
went smoothly will all Competitions completed on schedule
2024 Season
The
programme for 2024 is now being worked on and will be completed and published
once all entries are received (after the closing date of 1st
December) Clubs are urged to complete and submit entries by this date to enable
these to be checked prior to the relevant draws being made in early 2024
Assuming
the motion to change the Jermy Cup to a mixed fours competition is passed at
the AGM, the relevant entry form will then be issued
Consideration
will be given as to whether more than one round of the 2 bowl singles can be played
on a single evening (or possibly a weekend)
2023 season
The
Season went well with all league fixtures being completed within the dates as per
the league rules despite a few postponements due to the weather. My
congratulations go to all the zone winners and to Norfolk Bowling Club B and
West Winch for winning the W P Baker Cup and the Hansells Cup respectively.
2024 League structure
The
League format for 2024 and the draft League structure for 2024 is attached.
This is still in DRAFT as is dependent on Clubs submitting entries to the
League which do not close until 1st December. At this point, the
structure for 2024 will be determined and presented to the League AGM in
December.
There
are particular issues surrounding the South 1 & 2 and Central Zones with
currently an in sufficient number of teams to make these 3 zones viable. Hence,
once all team entries are received the structure of these 3 zones will be
reviewed and it is possible that these be amalgamated into 2 zones which may
result in each zone comprising 9 teams resulting in an additional 2 matches in
each zone. If this does arise then the additional dates will be incorporated
into the league programme, probably played on a Monday. However, it must be
stressed that this is dependent on the league entries made
2024 League AGM motions
League – number of ends
A
motion has been submitted for presentation to the League AGM that all League
Matches be played over 18 ends rather than 21 to bring this into line with
other 4’s events (County/Senior Fours, Bales Cup, Jermy Cup & Fermoy Cup).
It will be for Clubs to consider this and vote accordingly at the AGM
Postponed matches
The
rule whereby postponed matches have to played ‘one week prior to the last
scheduled league date’ to be changed to ‘prior to the last scheduled league
date’ so as to give Clubs more time to arrange postponed matches particularly
those postponed late in the season
Late Arrivers
The
rules are not particularly clear as to players arriving late for a league match
and if the start should be delayed or the match started with the players
present and the playing format that should be adopted.
Changes
are being considered to clarify what should occur and these will be presented
to the League AGM
County
income is primarily from Affiliation Fees & Competition entries, amounting
to approx. £3,000 per annum. Costs are increasing but the County Affiliation
Fee will remain at £2.00 per playing member in 2024, which has been unchanged
for many years. However, with increasing costs this will need reviewing and may
have to increase in future years
The
2023 County Friendly Match programme was successfully completed and the 2024
programme is being worked upon.
There
will be changes in 2024. For away matches, Counties travelling to Norfolk and Norfolk
travelling to away matches present a problem with players reluctant to travel
long distance and it’s likely that the number of matches will reduce to only 6.
More details will be provided at the AGM.
Having
held the Match Secretary position for several years, David has decided to stand
down at the AGM. This is an important position that needs to be filled. If
there is anyone interested in taking on this important position then please let
David know who will be able to provide more details

West Winch win the
Hansells Cup
The last silverware of the County season was decided on Saturday when
West Winch lifted the Hansells Cup League playoff title at Wymondham Dell.
In the semi-final, they came from behind to beat Scole & District by
a single shot. The other semi-final was not so close as Bradwell, always ahead
against Hunstanton, won by 8 shots
The final saw West Winch open an early lead, which they never
relinquished and ran out comfortable winners by 13 shots.

26 May 2023 Laws of sport-important update by
World Bowls
The
Laws of the Sport Crystal Mark 4th edition which recently became
effective, included changes to Law 37.1.3 & 37.1.5.3 relating to bowls
displacement and penalties to be incurred when deliberate displacement
occurred.
Following
concerns expressed on these changes World Bowls has now announced that these
changes will be rescinded with immediate effect and please see the link for
details.
26 May 2023 Bowls England Under 18/Junior
International & Talent ID Squads announced
Bowls England has announced the Under 18 & Junior
(Under 25) squads to participate in the Performance Day to be held at Victoria
Park Leamington Spa on 9th July
Many congratulations to Aaron Johnson (Norfolk BC) on his
selection for the Junior Squad. Following the Performance Day the team to
represent England in the British Isles Junior International Series to be held
in Llandrindod Wells on 16th/17th September will be
selected.
The Under 18 Squad has also been selected and although
Norfolk has no male representatives in this, both Josh Finch (Wootton Park) and
Jack Naunton (Aldiss Park) have been invited to a Talent ID day which will be
held simultaneously with the Performance day.
Our County Junior Pairs semi-finals & finals were
scheduled for the date of the Bowls England Performance Day so these will be
re-scheduled (the players involved have been informed and the revised dates
confirmed in due course).

Dan Mills wins ECBA Junior
Singles title
Dan Mills, our 2022 County Junior Singles
Champion, formerly of County Arts BC and now playing his bowls in Lincolnshire
is the new Eastern Counties Bowling Association Junior singles champion.
In the finals played on Sunday at Bletchley
Town BC & Linslade BC, Dan beat Eddie Addison (Suffolk) 21-14 in semi-final
and then Toby Furzeland (Huntingdonshire) 21-16 in the final.

Death of Brian Pratt – Men’s

It
is with sadness that I have to report the death of Brian Pratt our Men’s County
President in 1999 and I’m sure you’ll join me in offering condolences to
Brian’s family & friends.
The
funeral service will be held at St. Faith’s Crematorium at 3.30pm on Friday 9th
June and then afterwards at County Arts BC.

Synopsis and Summary of matters raised and discussed

Report by Hon. Secretary
Norfolk Bowls Association
a) County Championships/National Finals
Following a motion to the
Bowls England AGM, Norfolk will have 2 qualifiers (winners & runner up)
going forward to the National finals in all individual County Championships
except in the Senior Fours & Junior pairs where only the winners will
qualify (as in previous years).
In the individual National
Competitions, (those run direct by Bowls England), there will be no Regional
finals with the County Area winners progressing direct to the National Finals.
Time limits will be
introduced at the National Finals and there will be strict rules covering
duplications in Championship & Competition events
Full details including the
National Championship Finals schedule are on the Bowls England website.
The above applies to the
2023 season only with a Working Party set up to review all competitions for
future years who will report to the Bowls England Board by the end of the
current season.
b) Playing formats
The formats for the
individual County Championships are as last year:

4 bowl singles – 21 up
·
2 bowl singles – 21 ends
·
Junior Singles – 21 up
·
Junior Pairs – 18 ends (4 bowls)
·
Pairs – 18 ends (4 bowls)
·
Triples – 18 ends (3 bowls)
·
Fours – 18 ends (2 bowls)
·
Senior Fours – 18 ends (2 bowls)
Following the NBA AGM the
format for the Bales Cup, Lord Fermoy Cup & Jermy Cup will be 18 ends (2
bowls per player) but the County League remains 21 ends.
c) Dress Code
The dress code for all
County events has been updated within the various rules.
All Clubs now allow the
wearing of approved shorts.
Some Clubs are in the
process of adopting full coloured apparel, including shorts & trousers
which are permitted under our rules.
The process for County
approval is changing and will be confirmed in due course. In the meantime, any
changes to Club coloured clothing should still be referred to the Hon. County
Secretary.
d) Website
The County Management Committee
is in the process of reviewing and possibly upgrading the County website
e) Scorecards
A further supply of
scorecards which include details of a new County sponsor on the reverse has
been issued and collected by Clubs in attendance or passed to other Clubs to
arrange local distribution
f)
Middleton Cup &
Eastern Counties League
The Middleton Cup will
revert to regional groups rather than a knock-out and the ECL continues in its
current format albeit will 1 less County
g) County Tour
The President’s Tour has
been re-instated in 2023 and it is hoped that this will continue in future
years.
Bowls England
h) Fit for Future’
The ‘Fit for Future’
strategy has been introduced to take forward several initiatives:-

Bowls Big Weekend
·
Bowls Bash
·
Play Bowls
Details have been
circulated to Clubs and are on the BE website and it is for them to decide if
they want to participate. BE have allocated £350k from their reserves to
support Clubs in these initiatives
i)
Affiliation Fees
As previously advised the
BE Affiliation Fee will increase to £7.00 per playing member in 2024 (the
Norfolk Bowls Association Affiliation Fee will be unchanged at £2.00 per
playing member). A synopsis and rationale giving an explanation & reasoning
for the increase has been circulated to Clubs.
A working part has been
set up by BE to consider and review the whole Affiliation & Fee process and
will report to the BE Board with recommendations by the year end. BE have been
made fully aware of the issues we have with Clubs with dual BE/EBF affiliation
and I will endeavour to ensure that these are taken in to account in the
Working Party deliberations.
j)
Safeguarding
BE are carrying out much
work on this important topic and circulating details (which are also on the BE
website) to Clubs on a regular basis. On important decision the BE Board has
made is that each Club must appoint their own Safeguarding Officer by 2025
k) Sponsorship
BE has announced a new
arrangement with Aviva which will support their ‘Fit for Future’ strategy and
other grass roots initiatives. With Aviva’s local presence, there may be some
initiatives unique to Norfolk.
In addition to the Aviva
sponsorship, a deal has also been agreed with Riviera Travel and arrangements
with Dennis Mowers & Sutton Winson continue.
l)
Laws of the Sport
The Laws have been updated
to Crystal Mark 4th edition and are effective from 1st
April. Clubs should ensure they are conversant with the changes and the
recommendation is that they purchase copies, which can be done via the Bowls
England website
m)
Bowls England Staff
Jasbir Batt has been
appointed Clubs/Participation Officer and should be the first point of contact
for Clubs (email: jasbir.batt@bowlsengland.com)
n) International Update
The Senior Internationals
will now consist of 2 teams of 10 players, playing under a ‘top ten’ format.
The Junior Internationals
will continue as in 2022
An Under 18 International
series has been introduced with details awaited
o) Disciplinary
Once again Bowls England
are urging that any disciplinary issues are dealt with under BE Regulation 9
p) Club Contacts
Club contacts are held by
BE under the dedicated Clubs Page on the BE website and this currently can only
be updated by Clubs so Clubs must ensure that if the contact changes (normally
the Club Secretary) the website Clubs Page is updated. I am however in contact
with BE to simplify this process
q) Bursaries
Bowls England currently
provide bursaries towards:

Coach Bowls Courses
·
Umpiring costs
·
Safeguarding Courses
Details are on the BE

The Norfolk Bowls
Association are considering their own bursaries and are in discussion with
Bowls England to ensure that these are in addition to and not in place of those
offered by BE

Whilst there are no plans
to increase these, they are constantly under review, particularly as the cost
of the competition prizes are increasing. The prizes that are awarded to
winners & runners up are also under review
e) County Handbooks
These have been
distributed either direct to Clubs or with delivery being arranged

a) League fixtures
The League fixtures for
2023 have been distributed and are on the County website.
Since these were published,
Diss ‘B’ have withdrawn from South 2 leaving only 5 teams which is not ideal
but due to the late withdrawal, it was not possible to carry out any
re-structuring.
Clubs are asked that when
submitting entries in future years they endeavour to ensure that they have
sufficient players to avoid any late withdrawal.
A review of the League
structure for 2024 will be undertaken in an attempt to re-balance the number of
teams in each Zone
b) Match postponements
Clubs are reminded that
any proposed postponements ahead of a scheduled fixture must be referred to the
League Secretary prior to a postponement being made. Postponements due to
inclement weather must also be notified to the League Secretary per the League
rules. Postponements due to Covid will only be agreed if a significant number
of players are affected.
c) Results
Clubs must ensure that
results are submitted immediately after each match to ensure league tables are
updated
d) A team player registration
Those Clubs with more than
one team in the League must ensure that they register the names of 12 ‘A’ team
players prior to the first scheduled League match but ideally one week prior.
The Registration Form may be downloaded from the County website. Any issues or
problems are to be referred to the League Secretary.

a) Financial position
The financial position
remains stable and we constantly look at ways we can support Clubs (e.g.
scorecards and the possible introduction of County bursaries)) whilst also
ensuring we hold sufficient reserves.
b) Affiliations
The BE Fee increase has
already been covered but there is another matter that needs to be addressed
concerning the payment of Affiliation Fees for new playing members joining
Clubs after the Affiliation Fees have been paid (in May). Details are awaited
from Bowls England and Clubs will be notified of what is required in due course
c) Sponsorship
Unfortunately, due to the
impact of the pandemic, the sponsorship arrangement with East Bilney Garage has
ended.
However, we hope to secure
an arrangement with Tax Assist Financial Services, a company based in Norwich
whose primary business is Equity Release/Lifetime mortgages. We are now fine
tuning the arrangements with them which will be commission based, on any direct
business put with them by our Clubs and members.

The 2023 County Friendly
& Presidents Invitation programme has been published with details
circulated widely.
The programme is reduced
from previous years with several Counties finding it difficult to field teams
due to cost of living/travel costs and on-going impact from the pandemic.

remain popular with our members and all will be done to ensure that these
continue in future years

Laws of the
Sport updated to Crystal Mark 4th Edition
The ‘Laws of the Sport of Bowls – Crystal Mark
Fourth Edition’ was approved at the Biennial World Bowls Council Meeting held
in August 2022 and will come into
force for outdoor play in England from 1st April.
The Laws allow Member National Authorities (MNAs),
including Bowls England, to make regulations – called ‘Domestic Regulations’ –
to cover a number of aspects of the sport. These are included within the print
version of the ‘Laws of the Sport of Bowls – Crystal Mark Fourth Edition’
available now from Bowls England.
The Laws also permit Controlling Bodies to decide
what Conditions of Play (COPs) are necessary to govern their competitions –
this can include Tournament Organisers at all levels of our sport.
We would encourage all participants and administrators
in the sport to be in possession of a current version of the Laws including the
Bowls England Domestic Regulations.

England has now confirmed the number of qualifiers for the 2023 National
Championships for each individual Championship and I am pleased to confirm that
Norfolk will, based on the number of entries received for our County

2023 Clubs Meeting to be held on Sunday 2nd April 2023
Men’s Clubs
Meeting
The
pre-season meeting of Clubs will be held on SUNDAY 2nd APRIL at County Arts BC starting at 10.00am.
The meeting is primarily aimed at Club Secretaries but is open to any
affiliated member to attend.
The
purpose of the meeting is for your County Management Committee to provide
information relevant to clubs & members ahead of the 2023 season and to
give you the opportunity to raise any issues & concerns that you may have.
I recently attended the Bowls AGM and I will give an update on matters agreed
particularly on Affiliation fees and the County/National Championships.
